Course taught: PAS 301- Ethics, Governance and accountability

The course provides an overview of key concepts of ethics, governance and accountability in public service, with particular emphasis on the linkages between these three concepts. The focus is on the ethical context and implications of public
management, governance structures, and public sector accountability, particularly in relation to critical social, political, and economic issues. While some emphasis are
placed on the theoretical dimension of these concepts, most of the focuses are on the practical level. There are discussions on the concepts of governance, accountability, and ethics in the context of current events.

Personal Experience teaching the course Ethics, Governance and Accountability

My personal experience teaching the course has been enlightening, interesting, engaging and with high demands. As a course instructor, my goals are to provide students with:
• A closer look at the concepts of governance, accountability, and ethics.
• The tools necessary to understand the interconnectivity of ethics, governance, and accountability in public service.
• The concepts needed to gain a broader understanding of the role of ethics, public management, government structures and accountability play in the resolution of critical social, political, and economic issues.

I taught this course for two consecutive semesters of the 2020/2021 academic year, tutoring 38 students in the first semester and 84 students in the second semester. At the conclusion of the course, it was highly rewarding to experience most of the students be able to achieve the intended course outcomes and impact, that students taught are able to:
• Distinguish and describe normative and descriptive ethical questions
• Understand the ethical responsibilities of public/nonprofit administrators and ethical standards and values associated with public service
• Develop ethical reasoning skills to address ethical issues in public service
• Evaluate ethical dilemmas by applying multiple perspectives and approaches concerning what constitutes ethically acceptable conduct and an ethically good character
• Think critically about how ethical values are reflected in various cultural, social, economic, legal, and political practices and institutions
• Understand the functions of the government
• Understand the role of accountability and transparency from both the perspective of both public administrator’s and a citizen’s perspective
• Think critically about current events relating to governance, accountability, and ethics in public service
